Unrest in the garments industry

ঢাকার আশুলিয়ায় শ্রমিক বিক্ষোভের জেরে বন্ধ করে দেওয়া হয়েছে ৫৯টি কারখানা।

Labour unrest in Ashulia has lead to the shutdown of 59 readymade garment factories.

শ্রমিকদের দিক থেকে নৈরাজ্যের কোনো ঘটনা ছাড়াই এতগুলো কারখানা বন্ধ রাখার কারণ আমাদের বোধগম্য নয়। 

The reason behind this shutdown, without any rowdy protests by the workers, is hardly understandable.

 

মালিকের লোকসান, শ্রমিকদের মজুরি ও কাজ হারানোর আশঙ্কা কোনোভাবেই পোশাকশিল্পের পক্ষে যায় না।
Keeping this industry closed means losses for the owners, the workers, and all concerned.

 

 

সরকার, বিজিএমইএ ও শ্রমিক প্রতিনিধিদের উচিত সত্বর কোনো গঠনমূলক সমাধানে পৌঁছা।

The government, BGMEA and labour representatives must immediately resolve the stalemate.

এ কথা সত্য যে, রপ্তানিমুখী শিল্পের সবচেয়ে লাভজনক ক্ষেত্র পোশাক শিল্প খাতের শ্রমিকের মজুরিই সবচাইতে কম। 
It is true that this highest earning export sector has the lowest paid workers.

 

এ অবস্থায়, মজুরি বোর্ড গঠন করে ন্যূনতম মজুরি ১৫ হাজার টাকা নির্ধারণ, গণতান্ত্রিক শ্রম আইন ও নিরাপদ কারখানার জন্য শ্রমিকেরা দাবি জানিয়েছেন।
The workers are demanding TK 15, 000 minimum wage, safety measures and other facilities.

 

সর্বশেষ ২০১৩ সালের ডিসেম্বরে সরকার পোশাকশিল্পের জন্য ন্যূনতম মজুরি ৫ হাজার ৩০০ টাকা নির্ধারণ করে দেয়।
In December 2013 the minimum wage was set at TK 5,300.

 

কিন্তু এর মধ্যে মুদ্রাস্ফীতি ঘটেছে, খাদ্য ও নিত্যপ্রয়োজনীয় সামগ্রীর দাম এবং ঘরভাড়া বেড়েছে। 
But since then there has been inflation and a rise in the cost of living.

 

শ্রম আইন ২০০৬-এ তিন বছর পর মজুরি সংশোধনের সুযোগ রাখা আছে। 
According to labour laws there is scope for raising the minimum wage within three years.

 

সমাধানের চাবিকাঠি কারখানা বন্ধ করে মামলা ও গ্রেপ্তারের মধ্যে নেই, রয়েছে মজুরি বৃদ্ধির দাবি নিয়ে আলোচনা ও সমঝোতার মধ্যে। 
The solution to the problem does not lie in closure and arrests.
There needs to be negotiations over wages and other facilities

 

 

তার জন্য সরকারের তরফেই বিজিএমইএকে চাপ দিতে হবে।

The government must place pressure on BGMEA in this regard.

সরকারি কর্মচারী এবং মন্ত্রী-এমপিদেরও বেতন বেড়েছে।
After all, the salaries of government officers and employees have been increased.

 

এর প্রভাবে বাজারে জিনিসপত্রের দামও বেড়েছে।
This has pushed up prices of essentials in the market.

 

মুদ্রাস্ফীতির সঙ্গে তাল রেখে সামঞ্জ্যস্যপূর্ণ ন্যূনতম মজুরি চাওয়া তাই অযৌক্তিক নয়।
There is justified need to readjust wages under these circumstances.

 

পোশাকশিল্পের স্থিতিশীলতার স্বার্থেই শ্রমিকদের ন্যূনতম মানবিক জীবনের নিশ্চয়তা দরকার। 
The government industry workers need to work in basic humanitarian conditions

 

শ্রমিকদের মানবেতর দশা বিদেশি ক্রেতাদেশগুলোকেও বিমুখ করে তুলতে পারে।

Anything less may even turn the foreign buyers away. 

সবকিছুর মধ্যে ষড়যন্ত্র দেখা কিংবা অর্থনীতির সোনার হাঁস শ্রমিকদের ‘শত্রু’ মনে করাই বরং অস্থিতিশীলতার উপাদান। 
Everything should not be seen as a conspiracy. The workers are not the enemy.

 

এটা খুবই বিস্ময়কর যে, শ্রমিকেরা কাজে ফিরতে চাইলেও মালিকপক্ষ দরজায় তালা ঝুলিয়ে রাখছে।

It is unacceptable that the owners have locked the factories despite the workers wanting to return.

গত কয়েক দিনের প্রথম আলোর সংবাদ থেকে দেখা যায়, শ্রমিকদের অভিযোগ, মালিকপক্ষ আগের চেয়ে বেশি কাজ করিয়ে নিচ্ছিল। 
According to Prothom Alo reports, the factory owners have been increasing the work load

 

ছাঁটাই করা হলে ন্যায্য পাওনা পরিশোধেও একশ্রেণির মালিক গড়িমসি করেন।
and have also been reluctant to pay due compensation for laid off workers.

 

শ্রমিকদের জীবনমানের উন্নতি হলে দক্ষতা ও স্থিতিশীলতা দুটোই বাড়ে।
Enhanced wages and better living conditions automatically increases the workers’ performance.

 

সার্বিক বিবেচনায় সরকার, মালিক, শ্রমিক—এই ত্রিপক্ষীয় সমঝোতাই এখন কাঙ্ক্ষিত।
There needs to be a trilateral understanding between the government, the owners and the workers to reach an amicable solution.
