Road crash casualties rising by the day

দিন দিন বাড়ছে সড়ক দুর্ঘটনায় হতাহতের ঘটনা

We are shocked to learn that at least 23 people were killed and nine others injured in separate road crashes across the country on March 6. Ten people were killed when a microbus crashed into a roadside tree in Habiganj (all of them were going to attend an engagement ceremony in Sunamganj), while in another accident, six people were burnt to death when a gas cylinder of a microbus caught fire after it collided with a bus on Dhaka-Sylhet highway. On the same day, a student of Dhaka University was killed when a bus hit his motorcycle in the capital's Banani area. What worries us most is the fact that such horrible accidents, despite taking place on our roads regularly, seem to have no effect on the road transport authorities as well as the transport owners and workers.  

আমরা জানতে পেরে হতবাক হয়েছি যে ৬ মার্চ সারাদেশে পৃথক সড়ক দুর্ঘটনায় কমপক্ষে ২৩ জন নিহত এবং নয় জন আহত হয়েছে। হবিগঞ্জে রাস্তার পাশে একটি মাইক্রোবাসের ধাক্কায় দশ জন নিহত হয়েছেন (তারা সকলেই অংশ নিতে যাচ্ছিলেন সুনামগঞ্জে একটি বাগদান অনুষ্ঠানে), অন্য এক দুর্ঘটনায়, ঢাকা-সিলেট মহাসড়কে একটি বাসের সাথে সংঘর্ষে মাইক্রোবাসের একটি গ্যাস সিলিন্ডারে আগুন লেগে ছয়জন দগ্ধ হন। একই দিন রাজধানীর বনানী এলাকায় বাস মোটরসাইকেলে ধাক্কা দিলে ঢাকা বিশ্ববিদ্যালয়ের এক ছাত্র নিহত হন। আমাদের সবচেয়ে উদ্বেগজনক বিষয়টি হ'ল এই জাতীয় ভয়ঙ্কর দুর্ঘটনাগুলি আমাদের রাস্তায় নিয়মিত সংঘটিত হওয়া সত্ত্বেও সড়ক পরিবহন কর্তৃপক্ষের পাশাপাশি পরিবহন মালিক এবং শ্রমিকদের উপর কোনও প্রভাব ফেলেনি বলে মনে হয়।

According to a report by the Road Safety Foundation, at least 445 people were killed and 834 others injured in 340 road accidents across the country in January alone this year. The alarming increase in road accidents indicates that all the initiatives taken by the government— the formulation of the Road Transport Act 2018, observance of Police Week to make the commuters and pedestrians aware of traffic rules, the PM's directives given in 2018, including limiting the drive-time of the drivers on long-route vehicles, etc.—have failed to bring order on our roads.

রোড সেফটি ফাউন্ডেশনের এক প্রতিবেদনে বলা হয়েছে, চলতি বছরের জানুয়ারিতে সারাদেশে ৩৪০ টি সড়ক দুর্ঘটনায় কমপক্ষে ৪৪৫ জন মারা গেছেন এবং ৮৩৪ জন আহত হয়েছেন। সড়ক দুর্ঘটনায় উদ্বেগজনক বৃদ্ধি ইঙ্গিত দেয় যে, সরকার গৃহীত সমস্ত উদ্যোগ— সড়ক পরিবহন আইন ২০১৮ প্রণয়ন, যাত্রী ও পথচারীদের ট্র্যাফিক বিধি সম্পর্কে সচেতন করতে পুলিশ সপ্তাহ পালন, ২০১৮ সালে দেয়া প্রধানমন্ত্রীর নির্দেশনা, দূরপাল্লার যানবাহন চালকদের চালনার সময় সীমাবদ্ধকরণ সহ ইত্যাদি আমাদের রাস্তাগুলিতে শৃঙ্খলা আনতে ব্যর্থ হয়েছে।

The reasons behind the rise in road accidents have already been identified by the transport experts as well as the organisations working on road safety, which include unfit vehicles, reckless driving, drivers' incompetence and their physical or mental unsuitability, unregulated working hours for drivers, poor traffic management, the inefficiency of the Bangladesh Road Transport Authority (BRTA) and the lack of knowledge about traffic rules among the general people or the tendency to disregard them.

ইতিমধ্যে পরিবহন বিশেষজ্ঞরা এবং পাশাপাশি সড়ক সুরক্ষায় কাজ করা সংস্থাগুলি সড়ক দুর্ঘটনা বৃদ্ধির পেছনের কারণগুলি সনাক্ত করেছে, যার মধ্যে রয়েছে অনুপযুক্ত যানবাহন, বেপরোয়া গাড়ি চালনা, চালকদের অযোগ্যতা এবং তাদের শারীরিক বা মানসিক অযোগ্যতা, ড্রাইভারদের অনিয়ন্ত্রিত কাজের সময়, দুর্বল ট্র্যাফিক পরিচালনা, বাংলাদেশ সড়ক পরিবহন কর্তৃপক্ষের (বিআরটিএ) অদক্ষতা এবং সাধারণ মানুষের মধ্যে ট্রাফিক বিধি সম্পর্কে জ্ঞানের অভাব বা এটিকে উপেক্ষা করার প্রবণতা।

Since cases of road accidents and the deaths resulting from them are rising by the day, the government must wake up to the reality and make all-out efforts to properly implement the Road Transport Act 2018. Besides, initiatives should also be taken to increase the number of skilled drivers, construct road dividers on all highways, fix salaries and working hours of drivers and ban low-speed vehicles on highways, as the Road Safety Foundation has also recommended.

যেহেতু দিন দিন সড়ক দুর্ঘটনা ও তার ফলে সংঘটিত মৃত্যুর ঘটনা ক্রমশ বাড়ছে, সরকারকে অবশ্যই বাস্তবতা সম্পর্কে জেগে উঠতে হবে এবং সড়ক পরিবহন আইন ২০১৮ যথাযথভাবে বাস্তবায়নের জন্য সর্বাত্মক প্রচেষ্টা নিতে হবে। এ ছাড়াও দক্ষ চালকের সংখ্যা বাড়াতেও উদ্যোগ নেওয়া উচিত, সমস্ত মহাসড়কে সড়ক ডিভাইডার নির্মাণ, বেতন নির্ধারণ ও চালকদের ঘন্টা এবং হাইওয়েগুলিতে স্বল্প গতির যানবাহন নিষিদ্ধ করতে উদ্যোগ নেয়া উচিত যেমনটি রোড সেফটি ফাউন্ডেশন সুপারিশ করেছে।
