19TH ANNIVERSARY OF CHT PEACE ACCORD

= পার্বত্য চট্টগ্রাম শান্তি চুক্তির ১৯ বছর পূর্তি।

Come 2017, it would be two decades of the signing of the CHT Accord, and today is the 19thanniversary.

= পার্বত্য চট্টগ্রাম শান্তি চুক্তি স্বাক্ষরের দুই দশক পূর্তি হবে আগামী ২০১৭ সালে আর আজ তার ১৯তম বার্ষিকী।

On December 2, 1997, the Government of Bangladesh (GoB) signed a historic Accord with the ethnic communities of the Chittagong Hill Tracts. 

= ১৯৯৭ সালের ২ ডিসেম্বর বাংলাদেশ সরকার পার্বত্য চট্টগ্রাম অঞ্চলের ক্ষুদ্র নৃ-গোষ্ঠীদের সাথে একটি ঐতিহাসিক চুক্তি স্বাক্ষর করেন।

Sheikh Hasina and the AL can justifiably take credit for inking the deal that saw the end of two decades of conflict in the hills. 

= পার্বত্য চট্টগ্রাম অঞ্চলের দুই দশক ধরে সংঘাত নিরসনে অবদান রাখা এ শান্তি চুক্তিটি স্বাক্ষরের কৃতিত্বের দাবিদার হলেন শেখ হাসিনা এবং আওয়ামীলীগ সরকার ।

However, just to put the matter in the correct perspective, it must be said that the urge to find a peaceful political denouement to the unrest in CHT had stimulated actions in the mid-80s and the early-90s, when several rounds of talks were initiated between the Shanti Bahini / PCJSS led by Shantu Larma, and the GoB. 

= যা হোক, চুক্তিটির প্রকৃত পেক্ষাপট উল্লেখ করতে গেলে অবশ্যই বলতে হবে পার্বত্য অঞ্চলের সহিংসতার কথা যা ৮০ দশকের মাঝামাঝি ও ৯০ এর দশকের প্রথমে চরম মাত্রায় পোঁছায় ফলে একটি শান্তিপূর্ণ রাজনৈতিক অবস্থা আনয়নের লক্ষ্যে সন্তু লারমার নেতৃত্বে শান্তি বাহিনী / পিসিজেএসএস এবং সরকারের মধ্যে কয়েক দফা আলোচনা অনুষ্ঠিত হয়েছিল। 

Nothing positive came about then mainly because the texts, Even the elected government of Khaleda Zia had involved the PCJSS in talks but nothing positive eventuated. 

চুক্তির অভাবে ফলপ্রসূ হয়নি কোন কিছুই , এমনকি খালেদা জিয়ার নির্বাচিত সরকারও পিসিজেএসএস এর সাথে আলোচনা করেছিল কিন্তু তারপরও কাজের কাজ কিছুই হয়নি ।

Every government had sought a solution but the AL was successful in brokering a deal.

= প্রত্যেক সরকারই একটি শান্তিপূর্ণ সমাধানের পথ খুঁজেছিল কিন্তু আওয়ামীলীগ সরকার সাফল্যের সাথে চুক্তিটি সম্পাদন করতে সমর্থ হয়।

Regrettably, even after 19 years, the hill people remain dissatisfied with the pace of the implementation of the Accord. 

=কিন্তু, অত্যন্ত দুঃখের সাথে বলতে হয় ১৯ বছর পরেও চুক্তিটি বাস্তবায়ন নিয়ে পার্বত্য অঞ্চলের জনগণের মধ্যে ক্ষোভ রয়েছে। 

Every year on the anniversary of the Accord Shantu Larma vents his spleen at the way the Accord has been implemented.

= প্রতিবছর চুক্তিটির বার্ষিকীতে সন্তু লারমা চুক্তিটি বাস্তবায়ন সম্পর্কে তার ক্ষোভ প্রকাশ করেন।

In 2004 Larma had laid a six-point demand on the government's table related to the fulfillment of the Accord. 

= ২০০৪ সালে চুক্তিটির পরিপূর্ণ বাস্তবায়নের করার জন্য লারমা সরকারের কাছে ছয় দফা দাবি উত্থাপন করেছিলেন। 

He has repeated the disappointment this year too, although not in as many words. 

= এ বছরও তিনি হতাশা পুনঃব্যক্ত করেছেন যদিও সেটির মাত্রা কম ছিল । ।

One cannot blame him for being so blunt about his disappointment. 

=তবে, হতাশা প্রকাশে অনাগ্রহী হওয়ার জন্য কেউ তাঁকে দোষারোপ করতে পারবে না। 

He had put his credentials as a leader of the all the tribal communities in the CHT on the line when he entered into an agreement with the GoB in 1997. 

=কেননা, ১৯৯৭ সালে তিনি বাংলাদেশ সরকারের সাথে যখন চুক্তি করেছিলেন তথন পার্বত্য অঞ্চলের ক্ষুদ্র নৃ-গোষ্ঠাদের নেতা হিসেবে তিনি প্রশংসা কুড়িয়েছিলেন
