Arrest the rapist, give protection to the victim and her family

ধর্ষককে গ্রেপ্তার করুন, ভুক্তভোগী এবং তার পরিবারকে সুরক্ষা দিন

We are deeply concerned by a report in The Daily Star on February 23 that a rape victim and her family members in Gazipur city are passing days in fear being threatened by the rapist and his associates. Reportedly, since the victim has filed a case against the rape accused and his associates on February 18, he (the rape accused) and at least a dozen of his associates have been pressurising the victim's family to withdraw the case and settle the issue through "social arbitration". They also threatened the family to leave the area. What is even more shocking is the fact that someone claiming to be a law enforcer called the victim and threatened her to hush up the matter, as the victim has claimed.

২৩ ফেব্রুয়ারি ডেইলি স্টারের একটি প্রতিবেদনের কারণে আমরা গভীর উদ্বেগ প্রকাশ করেছি যে, গাজীপুর শহরে একজন ধর্ষণের শিকার এবং তার পরিবারের সদস্যরা ধর্ষক এবং তার সহযোগীদের দ্বারা হুমকির কারণ ভয়ে দিন কাটাচ্ছে। খবরে বলা হয়েছে, যেহেতু ভুক্তভোগী ধর্ষণকারী অভিযুক্ত এবং তার সহযোগীদের বিরুদ্ধে ১৮ ফেব্রুয়ারি মামলা করেছে, সে (ধর্ষণের আসামি) এবং তার কমপক্ষে এক ডজন সহযোগী এই মামলাটি প্রত্যাহার ও " সামাজিক সালিস " এর দ্বারা সমস্যা সমাধানের জন্য আক্রান্তের পরিবারকে চাপ দিচ্ছে । তারা পরিবারকে এলাকা ছেড়ে চলে যাওয়ার হুমকিও দেয়। এর চেয়েও মারাত্মক ঘটনাটি হলো যে, কেউ একজন নিজেকে আইন প্রয়োগকারী দাবি করে, ভুক্তভোগীকে ডেকে বিষয়টি গোপন করার জন্য হুমকি দিয়েছিল বলে ভুক্তভোগী দাবি করেছেন।

If we look into the details of the case, we would know precisely why rapists in our society almost always get away with impunity, while the rape victims and their families pass their days in fear, facing social stigma associated with rape. Clearly, the rapist in this case is a socially powerful person who have a gang of associates to cover up his misdeeds while the victim's family is vulnerable, socially and economically. Now the rapist has been roaming around in the area without any fear and has even managed to persuade a local law enforcer to threaten the victim.

যদি আমরা মামলার বিশদটি খতিয়ে দেখি তবে আমরা স্পষ্টভাবে জানতে পারি যে, কেন আমাদের সমাজে ধর্ষণকারীরা প্রায় সবসময়ই দায়মুক্ত হয়ে যায়, যখন ধর্ষণের শিকার এবং তাদের পরিবার ধর্ষণের সাথে জড়িত সামাজিক কলঙ্কের মুখোমুখি হয়ে ভয়ে দিন কাটায়। স্পষ্টতই, এক্ষেত্রে ধর্ষণকারী একটি সামাজিকভাবে ক্ষমতাবান ব্যক্তি, যার অপকর্মগুলি ধামাচাপা দেওয়ার জন্য একদল সহযোগী রয়েছে, যখন আক্রান্তের পরিবার দুর্বল, সামাজিক ও অর্থনৈতিকভাবে দূর্বল হন। ধর্ষক এখন কোনও ভয় ছাড়াই এই অঞ্চলে ঘুরে বেড়াচ্ছেন এবং এমনকি স্থানীয় আইন প্রয়োগকারীকে ভুক্তভোগীকে হুমকি দেওয়ার জন্য রাজি করেছেন।

Unfortunately, this is what we see in the majority of rape cases where the law enforcers, instead of arresting the rape accused, work in favour of them for their petty interests. A number of such cases were reported in this daily in the last few months. There had also been instances where the police at first did not want to file cases against the rape accused, and only did so in the face of pressure from the media.

দুর্ভাগ্যক্রমে, আমরা বেশিরভাগ ধর্ষণের ক্ষেত্রে এটিই লক্ষ্য করি যেখানে আইন প্রয়োগকারীরা ধর্ষণ অভিযুক্তদের গ্রেপ্তারের পরিবর্তে তাদের ক্ষুদ্র স্বার্থের জন্য তাদের পক্ষে কাজ করে। গত কয়েকমাসে এই প্রতিদিনের মধ্যে বেশ কয়েকটি এরকম ঘটনা ঘটেছিল। এমন ঘটনাও ঘটেছিল যে পুলিশ প্রথমে ধর্ষণের অভিযোগে অভিযুক্তদের বিরুদ্ধে মামলা করতে চায়নি এবং কেবল গণমাধ্যমের চাপের মধ্যে করেছিল।

Reportedly, cases are filed only in a number of incidents while only two percent of them end in conviction. The culture of impunity enjoyed by rapists in general not only emboldens them to commit more such crimes but also send a signal to other potential rapists. And this is why we see an alarming rise in rape cases across the country, which has been reported by different rights organisations as well as by the Police Headquarters.

খবরে বলা হয়েছে, কেবলমাত্র কয়েকটি ঘটনায় মামলা করা হয়, তবে এর মধ্যে মাত্র দুই শতাংশই দোষী সাব্যস্ত হয়। সাধারণভাবে ধর্ষণকারীদের দোষী সাব্যস্তর এই সংস্কৃতি কেবল তাদেরকে এ জাতীয় আরও অপরাধ করার জন্য উৎসাহিত করে না, পাশাপাশি অন্যান্য সম্ভাব্য ধর্ষণকারীদের সংকেতও প্রেরণ করে। আর এ কারণেই আমরা সারা দেশে ধর্ষণ মামলার উদ্বেগজনক বৃদ্ধি দেখতে পাই, যা বিভিন্ন মানিবাধিকার সংস্থার পাশাপাশি পুলিশ সদর দফতর জানিয়েছে।

In order to stop crimes like rape, the state must ensure that the rapists are arrested and punished according to our law. And the rape victims should be given institutional support so that they along with their families feel safe while the cases are ongoing and do not feel pressured to withdraw them. In this particular case, we hope the police will arrest the rapist as soon as possible and give necessary protection to the victim and her family.

ধর্ষণের মতো অপরাধ বন্ধ করতে রাষ্ট্রকে অবশ্যই আমাদের আইন অনুযায়ী ধর্ষণকারীদের গ্রেপ্তার ও শাস্তি নিশ্চিত করতে হবে। এবং ধর্ষণের শিকার ব্যক্তিদের প্রাতিষ্ঠানিক সহায়তা দেওয়া উচিত যাতে মামলা চলমান থাকাকালীন তারা তাদের পরিবারসহ সুরক্ষিত বোধ করে এবং মামলা প্রত্যাহারের জন্য চাপ অনুভব না করে। এই বিশেষ ক্ষেত্রে, আমরা আশা করি পুলিশ যত তাড়াতাড়ি সম্ভব ধর্ষণকারীকে গ্রেপ্তার করবে এবং ভুক্তভোগী এবং তার পরিবারকে প্রয়োজনীয় সুরক্ষা দেবে।
