Rohingya boat capsize adds to already long list of tragedies

রোহিঙ্গা নৌকা উল্টিয়ে যাওয়া যুক্ত হলো  শোকাবহ ঘটনার দীর্ঘ তালিকায়

In the early hours of February 11, a fishing trawler carrying over 135 Rohingya refugees—mostly women and children—from different camps in Ukhiya and Teknaf in Cox's Bazaar, capsized in the Bay of Bengal. Four children and 11 women have been found dead so far, with 50 people still missing. Out of the 72 people who were rescued, four have been identified as members of a human trafficking syndicate by the Bangladesh Coast Guard.   

১১ ই ফেব্রুয়ারীর সকালের দিকে, বঙ্গোপসাগরে একটি মাছ ধরার ট্রলার উল্টিয়ে ডুবে গেছে, যা কক্সবাজারের উখিয়া এবং টেকনাফের বিভিন্ন ক্যাম্প এর ১৩৫ জন রোহিঙ্গা শরণার্থী বহন করছিল- যাদের বেশিরভাগ মহিলা ও শিশু। চার শিশু এবং ১১ জন মহিলা এখন পর্যন্ত মৃত অবস্থায় পাওয়া গেছে, ৫০ জন এখনও নিখোঁজ রয়েছে। উদ্ধার হওয়া ৭২ জনের মধ্যে চারজনকে বাংলাদেশ কোস্টগার্ড কর্তৃক মানব পাচার সিন্ডিকেটের সদস্য হিসাবে চিহ্নিত করা হয়েছে।

According to a report in this daily, the locals told law enforcement authorities that the traffickers operated out of the Noakhali Para area, which is considered a safe place for human trafficking since it is adjacent to the sea.

এই দৈনিকের একটি প্রতিবেদন অনুসারে, স্থানীয়রা আইন প্রয়োগকারী কর্তৃপক্ষকে জানিয়েছে যে, নোয়াখালী পাড়া অঞ্চলটিতে পাচারকারীরা চলাচল করত, এই এলাকাটি সমুদ্র সংলগ্ন হওয়ায় মানব পাচারের জন্য নিরাপদ স্থান হিসাবে বিবেচিত হত।

Now the question is, if the locals were aware of this, why were the law enforcers not—especially since the police, BGB, and coast guard have already detained over 80 people for trying to travel to Malaysia illegally in the last four months?

এখন প্রশ্ন হল, স্থানীয়রা যদি এ বিষয়ে অবগত ছিল, তবে আইনশৃঙ্খলা রক্ষাকারী বাহিনী কেন জানত না- বিশেষত পুলিশ, বিজিবি এবং উপকূলরক্ষী বাহিনী গত চার মাসে অবৈধভাবে মালয়েশিয়ায় যাওয়ার চেষ্টা করার কারণে ৮০ জনেরও বেশি লোককে আটক করেছে?

Given the heightened level of security that is now prevalent at all times at the Rohingya refugee camps, including the construction of a barbed-wire fence around them that has been roundly criticised by rights organisations, it is a cause for grave concern that traffickers are still being able to operate in this country.

রোহিঙ্গা শরণার্থী শিবিরগুলিতে এখন স্বরণকালের উচ্চতর স্তরের নিরাপত্তা বিরাজ করছে, মানবাধিকার সংস্থাগুলির সমালোচনা সত্ত্বেও শিবিরগুলি চারপাশে কাঁটাতারের বেড়া নির্মাণ করা হয়েছে, এরপরও পাচারকারীরা এই দেশে কাজ করতে সক্ষম হচ্ছে এটি এখন গুরুতর উদ্বেগের বিষয়।

The tragedy that unfolded on Tuesday is as disturbing as it was preventable. The local authorities, as well as UN agencies and other international organisations, are perfectly aware of a transnational human trafficking network that runs from Myanmar and Bangladesh to Thailand and Malaysia, preying on vulnerable refugees and often trapping them into a life of bonded labour and slavery. Despite this, very little has been done to dismantle this network.

মঙ্গলবার যে শোকাবহ ঘটনাটি হয়েছিল তা যতটা দুঃখজনক, ঠিক ততটাই প্রতিরোধযোগ্য ছিল। স্থানীয় কর্তৃপক্ষ, পাশাপাশি জাতিসংঘের সংস্থা এবং অন্যান্য আন্তর্জাতিক সংস্থাগুলি মিয়ানমার এবং বাংলাদেশ থেকে থাইল্যান্ড ও মালয়েশিয়ার একটি ট্রান্সন্যাশনাল মানব পাচার নেটওয়ার্ক সম্পর্কে পুরোপুরি অবগত রয়েছে, যারা দুর্বল শরণার্থীদের শিকার করে এবং প্রায়শই তাদের দাসত্ব ও দাসত্বের জীবনে জড়িয়ে ফেলে। । এটি সত্ত্বেও, এই নেটওয়ার্কটি ভেঙে ফেলার জন্য খুব কম কাজ করা হয়েছে।

In Bangladesh, while there are regular reports of refugees being rescued and traffickers being held, the conviction rates for the latter are negligible. Although the Prevention and Suppression of Human Trafficking Act 2012 calls for the implementation of a special tribunal to exclusively handle human trafficking cases, this is yet to be formed.

বাংলাদেশে শরণার্থীদের উদ্ধার এবং পাচারকারীদের আটকে রাখার নিয়মিত খবর পাওয়া গেলেও পরবর্তীকালে সাজাপ্রাপ্তের হার নগণ্য। যদিও মানব পাচার প্রতিরোধ ও দমন আইন ২০১২-তে একচেটিয়াভাবে মানব পাচারের মামলা পরিচালনা করার জন্য একটি বিশেষ ট্রাইব্যুনাল প্রয়োগের আহ্বান জানানো হয়েছে, এটি এখনও গঠন করা হয়নি।
