Govt’s move to allow Rohingya children formal education

রোহিঙ্গা শিশুদের আনুষ্ঠানিক শিক্ষার অনুমতি দেওয়ার জন্য সরকারের পদক্ষেপ

The government’s move to allow Rohingya children living in the refugee camps of Cox’s Bazar to receive formal education is commendable. Reportedly, the government will soon launch a pilot programme to give formal education to more than 10,000 Rohingya children, the curriculum of which is being jointly designed by the Bangladesh government and UNICEF. According to foreign ministry sources, the refugee children will be schooled in Myanmar history and culture up to age 14, and will also receive skills training so they can find employment in the future.

কক্সবাজারের শরণার্থী শিবিরে বসবাসরত রোহিঙ্গা শিশুদের আনুষ্ঠানিক শিক্ষা গ্রহণের সুযোগ দেওয়ার সরকারের পদক্ষেপ প্রশংসনীয়। খবরে বলা হয়েছে, ১০,০০০ এরও বেশি রোহিঙ্গা শিশুদের আনুষ্ঠানিক শিক্ষা দেওয়ার জন্য সরকার শীঘ্রই একটি পাইলট প্রোগ্রাম চালু করবে, যার পাঠ্যক্রমটি বাংলাদেশ সরকার এবং ইউনিসেফ যৌথভাবে তৈরি করেছে। পররাষ্ট্র মন্ত্রণালয়ের সূত্র মতে, শরণার্থী শিশুদের ১৪ বছর বয়স পর্যন্ত মিয়ানমারের ইতিহাস ও সংস্কৃতিতে শিক্ষা দেওয়া হবে এবং দক্ষতার প্রশিক্ষণও দেওয়া হবে যাতে তারা ভবিষ্যতে কর্মসংস্থান পেতে পারে।

More than half a million Rohingya children living in the refugee camps in Cox’s Bazar currently do not have access to formal education. While Bangladesh has shown great generosity in opening its borders and taking in so many refugees fleeing from genocide, it was disheartening to see that even in the camps, these children were being denied their right to education.

কক্সবাজারের শরণার্থী শিবিরে বসবাসরত অর্ধ মিলিয়নেরও বেশি রোহিঙ্গা শিশুদের বর্তমানে আনুষ্ঠানিক শিক্ষার সুযোগ নেই। বাংলাদেশ যখন তার সীমানা খুলতে এবং গণহত্যা থেকে পালিয়ে আসা অনেক শরণার্থীকে গ্রহণ করার ক্ষেত্রে দুর্দান্ত উদারতা দেখিয়েছে, তবুও শিবিরগুলিতে এই শিশুরা তাদের শিক্ষার অধিকার বঞ্চিত হচ্ছিল।

According to Amnesty International, Rohingya children have faced severe difficulties in receiving official government education in Myanmar since 2012. After the 2017 military crackdown in Rakhine, the children who fled to Bangladesh facing genocidal violence in Myanmar only received primary education in temporary learning centres set up by UNICEF.

অ্যামনেস্টি ইন্টারন্যাশনালের মতে, রোহিঙ্গা শিশুরা ২০১২ সাল থেকে মায়ানমারে সরকারী সরকারী শিক্ষা গ্রহণে মারাত্মক সমস্যার মুখোমুখি হয়েছে। রাখাইনে ২০১৭ সালের সামরিক আগ্রাসনের সময় মায়ানমারে গণহত্যা সহিংসতার শিকার হয়ে বাংলাদেশে পালিয়ে আসা শিশুরা কেবলমাত্র ইউনিসেফ দ্বারা স্থাপিত অস্থায়ী শিক্ষা কেন্দ্রগুলিতে প্রাথমিক শিক্ষা পেয়েছে ।

Needless to say, the Rohingya children stranded in the camps will be a lost generation if they grow up without access to formal education. They will be exposed to poverty and all forms of exploitation, including trafficking. There have been reports on how these children may get involved in many criminal activities, including drug smuggling. There are also chances of them being radicalised, or of severe negative impacts on their mental health, as experts fear.

বলা বাহুল্য, শিবিরগুলিতে আটকা পড়া রোহিঙ্গা শিশুরা বিপথগামী প্রজন্ম হবে যদি তারা আনুষ্ঠানিক শিক্ষা না নিয়ে বেড়ে উঠে। তারা দারিদ্র্য এবং পাচারসহ সকল প্রকারের শোষণের মুখোমুখি হবে। এই শিশুরা কীভাবে মাদক চোরাচালান সহ অনেক অপরাধমূলক ক্রিয়াকলাপে জড়িত হতে পারে সে সম্পর্কে সংবাদ প্রকাশিত হয়েছে। বিশেষজ্ঞরা আশঙ্কা করছেন, এগুলির ফলে মৌলবাদী হওয়া বা তাদের মানসিক স্বাস্থ্যের উপর মারাত্মক নেতিবাচক প্রভাব পড়ার সম্ভাবনা রয়েছে।

We commend the government for making this positive commitment to the right to education of Rohingya children, despite the limited resources at their disposal. We also call upon the international community to help Bangladesh, since they have to play a key role here in ensuring that the Bangladesh government has the support required to provide education to such a large population. Without a coordinated and concentrated effort, it will not be possible to ensure that the children in the refugee camps do not lose their childhoods to a state of hopelessness and ignorance.

রোহিঙ্গা শিশুদের শিক্ষার অধিকারের সীমিত সংস্থান সত্ত্বেও শিক্ষার অধিকারের প্রতি এই ইতিবাচক প্রতিশ্রুতিবদ্ধ হওয়ার জন্য আমরা সরকারের প্রশংসা করি। আমরা আন্তর্জাতিক সম্প্রদায়কেও বাংলাদেশকে সাহায্য করার আহ্বান জানাই, যেহেতু এত বড় জনগোষ্ঠীকে শিক্ষা দেওয়ার জন্য বাংলাদেশ সরকারের প্রয়োজনীয় সমর্থন রয়েছে তা নিশ্চিত করতে তাদের এখানে মূল ভূমিকা পালন করতে হবে। সমন্বিত ও একাগ্র প্রচেষ্টা ব্যতীত শরণার্থী শিবিরগুলিতে শিশুরা তাদের শৈশব হতাশা এবং অজ্ঞতাবস্থায় হারিয়ে না দেয় তা নিশ্চিত করা সম্ভব হবে না।
